The Parish Liturgical Ministries Council (PLMC) is a body within the parish that coordinates, promotes, and oversees all liturgical ministries and activities to ensure the reverent and orderly celebration of the liturgy according to the norms of the Catholic Church.
Purpose:
To foster active, conscious, and full participation of the faithful in the liturgy by organizing and supporting the various liturgical ministries of the parish.
Composition:
The PLMC typically includes representatives or heads of the following ministries:

Lectors – proclaimers of the Word.

Extraordinary Ministers of Holy Communion – assist in the distribution of the Eucharist.

Altar Servers – assist the priest during liturgical celebrations.
-
Choirs/Music Ministry – provide liturgical music.
-
Hospitality/Greeters/Ushers – welcome and guide parishioners during services.
-
Sacristans – prepare liturgical vessels, vestments, and books.
-
Art & Environment Ministry – manage the liturgical decor of the church.
-
Liturgical Dance/Drama (if applicable) – enhance major liturgical celebrations.
-
Others – any group that supports liturgical life.
Functions and Responsibilities:

Plan and evaluate parish liturgical celebrations, especially for major seasons (Advent, Christmas, Lent, Easter).

Conduct ongoing formation and training for liturgical ministers.

Ensure the implementation of liturgical norms and rubrics.

Coordinate scheduling and communication between liturgical groups.

Collaborate with the Parish Pastoral Council and Parish Priest in fostering liturgical renewal.
Why It’s Called a “Council”:
The term “council” signifies a collaborative and consultative body that works together in unity and communion, respecting the diversity of gifts among lay ministers in the service of the Church’s liturgy.

PREAMBLE
We, the lay ministers of the Immaculate Conception Parish, inspired by the liturgical vision of the Church and guided by the Holy Spirit, commit ourselves to serve the liturgical life of our community. Recognizing the richness of the liturgy and the diversity of ministries within it, we hereby establish this Constitution and By-Laws for the Parish Liturgical Ministries Council.
ARTICLE I – NAME
The name of this body shall be the Parish Liturgical Ministries Council (PLMC) of Immaculate Conception Parish.
ARTICLE II – NATURE AND PURPOSE
Section 1: Nature
The PLMC is a pastoral consultative body composed of heads/coordinators of the different liturgical ministries under the supervision of the Parish Priest.
Section 2: Purpose
The Council shall:

Coordinate and unify all liturgical ministries.

Promote full, active, and conscious participation in the liturgy.

Plan, evaluate, and improve liturgical celebrations.

Ensure proper training and formation of liturgical ministers.
-
Safeguard the liturgical norms of the Church.
ARTICLE III – COMPOSITION
The Council shall be composed of:

Chairperson (usually the Parish Priest or his delegate)

Vice Chairperson

Secretary
-
Treasurer (if needed)

Heads/representatives of the following:

Lectors Ministry
-
Extraordinary Ministers of Holy Communion

Altar Servers Ministry

Music/Choir Ministry

Hospitality/Ushers/Greeters

Sacristans

Art & Environment

Other Liturgical Groups

ARTICLE IV – MEMBERSHIP
Section 1: Eligibility
Any active, practicing Catholic who is a member of a recognized liturgical ministry of the parish may become a member of the PLMC.
Section 2: Term
Members shall serve for a term of two years, renewable once.
ARTICLE V – OFFICERS AND DUTIES

Chairperson – presides over meetings; ensures implementation of liturgical policies and programs.

Vice Chairperson – assists and substitutes for the Chairperson as needed.

Secretary – takes minutes, handles correspondence, maintains records.

Treasurer – manages finances, if applicable.

Ministry Heads – lead their respective ministries and report to the Council.
ARTICLE VI – MEETINGS

The Council shall meet at least once every two months, or as needed.

Special meetings may be called by the Chairperson or upon request of one-third of the members.

A quorum shall consist of 50% + 1 of the members.
ARTICLE VII – ELECTIONS
-
Officers (except the Chairperson) shall be elected by the council members every two years.
-
Elections shall be held in the last quarter of the current term.
ARTICLE VIII – AMENDMENTS
This Constitution and By-Laws may be amended by a two-thirds vote of the Council, with the approval of the Parish Priest.
ARTICLE IX – DISSOLUTION
The Council may only be dissolved or restructured by the Parish Priest in consultation with the Parish Pastoral Council and diocesan authorities.
