A Pastoral Structure for Holistic Parish and Chapel Ministry
Worship • Education • Service • Temporalities • Fla (Family Life Apostolate) • Sac (Social Action Committee)

W – Worship

Focus: Liturgical and Spiritual Life
Includes: Lay Liturgical Ministers such as lectors, commentators, extraordinary ministers of Holy Communion, altar servers, and choir members.
Mission: To animate the spiritual life of the community through reverent and active celebration of the liturgy and sacraments.
Key Responsibilities:

  • Organize and train lay ministers

  • Coordinate Masses and devotions (e.g. novenas, rosary)

  • Prepare for special liturgical seasons (Holy Week, Christmas, etc.)

  • Encourage participation in parish-wide liturgical events

E – Education

Focus: Catechesis and Faith Formation
Includes: Catechists and those in charge of religious instruction
Mission: To form mature Christians through continuous education in the faith, especially the young.
Key Responsibilities:

  • Conduct catechism classes (children, youth, adults)

  • Prepare children for the sacraments (First Communion, Confirmation)

  • Organize Bible studies and doctrinal talks

  • Promote Church teachings, especially on moral and social issues

S – Service

Focus: Chapel Leadership and Development
Includes: Chapel Coordinator or Chapel Head
Mission: To ensure pastoral care and physical development of the chapel community.
Key Responsibilities:

  • Oversee the operations and projects of the chapel

  • Represent the chapel in parish-level meetings

  • Mobilize people for community activities (e.g. clean-up drives, maintenance)

  • Encourage involvement in the Church’s mission

T – Temporalities

Focus: Financial and Material Stewardship
Includes: Treasurers, auditors, and members in charge of chapel resources
Mission: To promote good stewardship and transparency in handling the material goods of the Church.
Key Responsibilities:

  • Manage funds and donations

  • Maintain financial records and prepare reports

  • Oversee chapel maintenance and improvements

  • Coordinate fundraising activities when needed

Fla – Family Life Apostolate

Focus: Strengthening Families and Marriages
Includes: Family and Life Ministry volunteers
Mission: To promote Christian values in family life, responsible parenthood, and the sanctity of marriage.
Key Responsibilities:

  • Organize pre-Cana and marriage enrichment seminars

  • Support families in crisis or in need

  • Promote natural family planning and parenting workshops

  • Coordinate celebrations like Family Month, wedding anniversaries

Sac – Social Action Committee

Focus: Justice, Charity, and Outreach
Includes: Social action team, health and disaster response volunteers
Mission: To respond to the needs of the poor, the sick, the marginalized, and victims of calamities.
Key Responsibilities:

  • Coordinate outreach and relief operations

  • Partner with barangay or LGU for health and livelihood programs

  • Organize feeding programs, medical missions, and environmental actions

  • Promote awareness of Catholic social teachings

Purpose of WESTFlaSac

This structure:

  • Ensures a systematic and holistic pastoral ministry at the chapel or BEC level

  • Empowers lay leaders with clear roles and focus areas

  • Promotes collaboration and communion with the parish

  • Reflects the Church’s mission to worship, teach, serve, and transform society

Basic Ecclesial Communities (BECs) — also known in Filipino as “Gamayng Kristuhanong katilingban” — are small faith-based groups of Catholics who gather regularly in their neighborhoods to reflect on the Word of God, pray, and live out their faith in action and service.

Definition of BECs

A Basic Ecclesial Community is a group of Christian faithful, usually composed of families or neighbors, who:

  • Regularly gather for prayer, Scripture reflection, and sharing

  • Are committed to living as a community of disciples

  • Actively participate in the life and mission of the parish

  • Serve the Church and society through service, justice, and outreach

Purpose of BECs

  1. Evangelization – Bringing the Gospel closer to families and communities.

  2. Formation – Deepening faith through Word-sharing and catechesis.

  3. Community Building – Encouraging unity, solidarity, and shared responsibilities.

  4. Service & Action – Responding to social issues, helping the poor, and promoting justice.

  5. Lay Empowerment – Encouraging active participation of laypeople in the mission of the Church.

Characteristics of BECs

  • Christ-centered and Word-based

  • Rooted in the life of the community

  • Committed to social transformation

  • Linked to the parish and diocesan structure

  • Led by trained lay leaders, in communion with the clergy

Common Activities

  • Bible sharing or Gospel reflection sessions (usually weekly or biweekly)

  • House Masses or neighborhood liturgies

  • Prayer meetings or devotional activities (e.g., rosary, novenas)

  • Community outreach (visiting the sick, helping the needy)

  • Formation seminars and leadership training

  • Participation in parish events and Church projects

Role in the Parish

BECs are considered the “new way of being Church” (as emphasized by PCP II), and they serve as the foundation for parish renewal. They connect faith to life and make the Church present at the grassroots level.
